VOLUNTEERS helping families stranded by floods yesterday said they are running out of food.

Raging floodwater has washed away six bridges and forced five more to close in Cumbria – leaving hundreds of people unable to reach shops.

The alarm was raised as the torrential rains claimed two more lives. Chris Wheeler, 46, drowned in a kayaking accident on Devon’s River Dart and a woman aged 21 is missing feared dead after she fell into a rain-swollen river in Brecon, Powys.

On Friday, PC Bill Barker was drowned after he was swept away when a bridge collapsed in Workington, Cumbria .

Yesterday a volunteer at one of the town’s emergency centres told how food stocks were running low.

Mary Ann Lancaster said: “The closure of the bridges has meant people have had to travel miles just to get essentials like milk, bread and baby food. Many people have been left without any money and no means of accessing it.

“Some have power meters and no way of topping up the cards to get heat and electricity.

Herbert appoints lawyer as judge

Keith Kelly, an attorney with the Salt Lake law firm of Ray Quinney & Nebeker, has been appointed by Gov. Gary Herbert to fill a judicial vacancy created by the retirement of 3rd District Judge Sheila McCleve.

Kelly has worked for the law firm since 1986, served on the Utah Supreme Court’s Advisory Committee on the Rules of Evidence, and headed the Utah Judicial Council’s oversight committee for the Office of the Guardian Ad Litem.

Kelly has bachelor’s and master’s degrees in economics from Brigham Young University and received his law degree from Stanford University.

His appointment is not complete until he is confirmed by the Utah State Senate.

WASHINGTON — As providers of health care insurance to more than 35 million
Americans, the members of Business Roundtable have consistently taken a
fact-based approach to advancing and supporting health care reform
proposals. Throughout this discussion, we have remained engaged
participants, contributing both data and ideas to help reduce health
care costs and expand access to coverage for all Americans.

Based on our experience and research, the current health care reform
proposal being considered by the Senate will not effect the needed
changes to measurably improve the American health care system.
Specifically, two of the bills provisions will increase costs for
employers and, in so doing, threaten the coverage of 177 million
Americans who obtain insurance through the workplace: the government-run
plan and the new taxes on devices, drugs and insurance. The employer
costs associated with these items will jeopardize not only millions of
workers coverage, but also the competitiveness of Americas companies

Tower Group announced that William E. Hitselberger will join Tower on December 8 as Senior Vice President and will become Chief Financial Officer effective March 15, 2010.

He will succeed Francis M. Colalucci, who will retire from his position as Chief Financial Officer effective March 15, 2010 and from Tower’s Board of Directors when his term expires on May 12, 2010.

Crosshair Closes Concurrent Private Placements for Gross Proceeds of $2,275,000

Crosshair Exploration & Mining Corp. (TSX: CXX)(NYSE Amex: CXZ) (”Crosshair”) is pleased to announce the closing on November 19, 2009 of a brokered private placement with Byron Securities Limited (the “Agent”) of 5,000,000 units (the “Units”) to Canadian accredited investors at a price of $0.20 per Unit for gross proceeds of $1,000,000 (the “Unit Private Placement”). Each Unit consists of one common share in the capital of Crosshair (a “Common Share”) and one common share purchase warrant (a “Warrant”) with each Warrant exercisable for one Common Share at an exercise price of $0.30 per Common Share for 24 months from November 19, 2009.

Crosshair concurrently closed a brokered private placement with the Agent of 5,100,000 flow-through shares (”Flow-Through Shares”) to Canadian accredited investors at a price of $0.25 per Flow-Through Share for gross proceeds of $1,275,000 (the “Flow-Through Private Placement”). Each Flow-Through Share consists of one Common Share which qualifies as a “flow-through share” for purposes of the Income Tax Act (Canada).

All securities issued pursuant to the Unit Private Placement and the Flow-Through Private Placement are subject to a four month hold period.

In connection with the Unit Private Placement, Crosshair paid to the Agent a commission equal to 8% of the gross proceeds raised by the Unit Private Placement and issued agent’s warrants exercisable to acquire 500,000 agent’s units (”Agent’s Units”), at an exercise price of $0.255 per Agent’s Unit, for a period of 24 months from November 19, 2009
